The Iwi Capacity and Capability Project was developed to better understand the resourcing constraints facing iwi and hapū across the region — and to identify ways to support more equitable participation in regional planning and decision-making.

The study provided a valuable evidence base and set of recommendations. These have been taken seriously by the WRLC and partners. While the intent is strong, the reality of implementing change has proven challenging.

What the study found

Iwi and hapū across the region face ongoing resourcing constraints
Limited staffing, funding, and access to specialist support can make it difficult to engage consistently in regional and local processes
These constraints are structural and long-standing — they are not easily addressed by short-term or one-off initiatives

Where things stand now

While a number of the recommendations remain aspirational at this stage, the WRLC continues to:

Look for opportunities to collaborate where it makes sense and adds value
Support local and regional partners to work with iwi in ways that recognise capacity constraints
Regularly review how and where the WRLC can play a meaningful role in supporting iwi involvement

This is long-term work, and the commitment to working in partnership is strong. We will continue to look for practical ways to support iwi aspirations — within our scope, and alongside others.
