This PDA covers the area of the Central City, generally between Waterloo station to the east, Melling station to the west, the hospital to the north and Woburn to the south.
The Central City Transformation Plan (CCTP) and the Sustainable Growth Strategy 2025-55 are the guiding documents for this part of Lower Hutt. The CCTP provides a vision for the Central City’s development to make it an attractive place for residents and businesses. The Growth Strategy highlights the need for residential development, infrastructure improvement and other investment in the city centre.
Te Awa Kairangi (RiverLink) is a comprehensive programme of works, designed to transform the city centre. It includes flood protection works, transport improvements and urban revitalisation. The transport upgrades include a new Melling interchange and bridge, moving the Melling train station and building a new pedestrian bridge linking the station and the city centre, connecting inner city residents to multiple transport options. The streetscape upgrades will enhance accessibility and vibrancy in the city centre. Together, these projects will provide catalyst for future growth, and both public and private development.
Infrastructure Acceleration Funding of $98.9M was awarded to Hutt City Council to fund three water infrastructure upgrades to enable the development of 3,500 new homes in the Central City and valley floor.
